Maryland All Payor Contract 2018 Update

Maryland’s Department of Health and the Maryland Health Services Cost Review Commission have been actively working with the federal Department of Health and Human Services (HHS) on a continuation of Maryland’s All Payor Contract.  Maryland’s current contract is set to expire on December 31, 2018.  Throughout this year (2017), Maryland has been in contract negotiations with HHS on a set of new terms that would have begun on January 1, 2019. 

A press release from the Maryland Department of Health announces that, rather than approving a new contract, HHS and Maryland have entered into an agreement to continue Maryland’s All Payor Contract under the current terms for one additional year – through December 31, 2019.  HHS and Maryland will continue discussions to extend the contract past 2019.  Because of the contract extension, the proposed Maryland Primary Care Model Program will also now be delayed.
