Assistant Director, Office of Medical Eligibility Programs (OMEP)
This position assists the Senior Director in the administration of direct delivery of services for
the Office of Medical Eligibility Program and Office of Long Term Care.The purpose of this
position is to plan, organize, manage, develop, interpret, write, and implement federal/state laws,
regulations, policies and procedures in all aspects that are relevant to the administration of
Medical Assistance (MA) Programs and a central focus on Long Term Care (LTC) within the
Family Investment Programs in all of Maryland’s 23 counties and the city of Baltimore.
The position will provide direct oversight of the Office Long Term Care (OLTC).
Additional Requirements:
a. Has experience working with Federal and/or State laws, regulations and policy and
FIA-related programs.
b. Oversees and manages personnel and financial resources, which includes supervising,
developing and training staff.
c. Has ability to work in a high-volume, fast-paced work environment.
The incumbent serves as a liaison with the Maryland Department of Health (MDH) and the
Maryland Health Benefit Exchange (MHBE). Under the managerial supervision of the OMEP
Senior Director, the incumbent in this position is a key contributor to fulfilling the mission of
MDHS. The incumbent assists people in medical need by facilitating policy implementation and
supporting activities for the MA programs administered by FIA. The Assistant Director
collaborates with the Bureau of Audit Compliance and Reporting (BARC) and the Office of
Local Operations (OLO) to ensure timely and accurate processing of applications,
redeterminations, interim changes, reactivations, and case reviews.
The incumbent ensures that critical services and mandated reports for OMEP MA are delivered
efficiently and effectively and are compliant with state and federal regulations. The Deputy
Director works with the OMEP Senior Director to address effective reporting and monitoring.
The incumbent also liaises with auditors and Department executives to advance the objectives of
the office and to represent FIA on relevant matters.
At all times, the incumbent provides customer service to both internal and external customers
that meets or exceeds the standards set by the Department.
