FOR INFORMATION: Letter of Intent Submission for Assistance in Community Integration Services (ACIS)

Good Afternoon,
This is to inform you that the Maryland Department of Health (MDH) is initiating the solicitation process for Maryland Medicaid’s Assistance in Community Integration Services (ACIS) Program. The ACIS Program is designed to improve health outcomes for Medicaid participants experiencing housing insecurity by providing qualified tenancy-based care management/tenancy support services and housing case management direct services. The Centers for Medicare & Medicaid Services (CMS) has authorized 2,140 participant spaces for the ACIS Program. Of these, 620 participant spaces have already been allocated across four jurisdictions. The remaining 1,520 participant spaces are available for allocation among new and existing ACIS Providers.
Letter of Intent (LOI) Requirement
MDH has issued LOI requests to Local Health Officers (LHOs). All jurisdictions interested in applying for ACIS participant spaces must submit a LOI no later than March 13, 2026. If your jurisdiction is interested in participating in the ACIS Program, please coordinate with your LHO at Local Health Department to ensure submission of the required LOI. Only jurisdictions that submit an LOI by the deadline will be eligible to submit a full application during the solicitation period. Applications submitted without a prior LOI will not be considered. Completed LOIs must be submitted to: MDH.MedicaidACIS@maryland.gov
Solicitation Timeline
- Solicitation Opens: March 2, 2026
- LOI Submission Deadline: March 13, 2026
- Application Submission Deadline: March 27, 2026
- Application Review Completion (anticipated): May 1, 2026
Application Requirements
Full application materials will be posted on the ACIS Provider Website on March 2, 2026. MDH requires one application per jurisdiction. A consortium of entities may apply; however, the consortium must designate a single Lead Entity and submit only one application on behalf of the jurisdiction. Selected Lead Entities will coordinate with community partners to provide tenancy-based case management/tenancy support services and housing case management direct services designed to promote housing stability and improve health outcomes.
